| Dear U.S. Citizen:Congress enacted the EQUAL ACCESS to JUSTICE ACT of 1948, as amended, (EAJA), (codified as 28 USCA ' 2412), to encourage lawyers to undertake litigation to vindicate the constitutional and statutory rights of those individuals who could not otherwise afford to vindicate those rights. The purpose of the EAJA is to insure people would not be deterred from seeking review of, or defending against, unreasonable governmental action because of the expense involved in pursuing their rights.

In reality, though, lawyers have not been, and are not, inclined to proceed, pro bono, in either administrative proceedings or subsequent litigation. This is because recovery of costs and fees, under EAJA, is limited to but a handful of circumstances. Hence, for all intents and purposes, equal access to justice, the purpose of EAJA, is still being denied the citizens of the United States.
We, at Equal Access to Justice, Inc. (EAJ), are dedicated to providing equal access to justice to all citizens of the United States. We will achieve this lofty goal through, amongst other means of assistance, the subsidization of assistance at and for administrative proceedings and through any other lawful means available.
